Since the 2008 crisis, research and development policies have been a primary instrument in the support of innovation processes for the companies. In 2010 the Council of Europe, upon a proposal of the Commission, adopted the Europe 2020 strategy fixing some objectives to reach in the following 10 years, and namely:
Investments in research and development are therefore key to sustainable growth in terms of environment and social inclusion based on knowledge and innovation.
The Panel aims at increasing public and private investments in research and development, which are crucially important for a European economic relaunch. The Panel intends to make the Mediterranean area a new “research and development center” open to Public-Private Partnerships (PPP) in any technology sector.
In such a scenario, the Covid-19 pandemic offers important opportunities of cooperation between authorities, enterprises, organizations and top-quality healthcare centers no only to face the current emergency but also to understand and address the changes occurring all over the world.
